DGA Residential celebrates opening of affordable housing community Shallowford Pointe

DGA Residential, along with community leaders and partners, officially cut the ribbon Nov. 19 to commemorate the opening of Shallowford Pointe, a 96-unit affordable housing community in East Chattanooga.

The housing development, located at 2244 Teton Trail off Shallowford Road, features 48 two-bedroom and 48 three-bedroom apartments. The units are spacious, ENERGY STAR certified and offer modern finishes and washer and dryer connections.

“There is a significant need for more affordable housing in Chattanooga, and our goal at DGA is to help meet that growing demand by providing safe, accessible residential communities where people truly feel at home,” said Craig Cobb, president of development for DGA Residential. “The opening of Shallowford Pointe helps further that mission to provide quality affordable housing options for families here and throughout the Southeast.”

The new property offers amenities comparable to market-rate developments, including a fitness center, computer room and on-site management.

Shallowford Pointe is located in an established community and is close to the City of Chattanooga’s Shepherd Park, which has walking trails, a splash pad, disc golf, playgrounds, sports fields, picnic areas and access to the Shepherd Community Center. The development also is less than two miles from Hamilton Place mall and about one-tenth mile from the Chattanooga VA Clinic.

The city of Chattanooga recently revamped its Payment in Lieu of Taxes (PILOT) program to attract more private developers to build dedicated affordable housing units.

Addressing our growing city’s housing needs has been a priority of mine since I took office four years ago.” Chattanooga Mayor Tim Kelly said. “We appreciate DGA Residential’s commitment in Chattanooga, utilizing the city’s Payment in Lieu of Taxes (PILOT) Program to create affordable housing for working Chattanoogans.”

The apartment community will remain affordable housing for at least 30 years.

Shallowford Pointe includes five fully ADA accessible units that include residences for disabled elderly and veterans. Two of the accessible units are designed for those with sight or hearing impairment and include features like strobe lights for the hearing impaired and doorbells and braille unit numbers for tenants with sight impairment.

Shallowford Pointe accepts Project-Based Vouchers (PBVs) and welcomes qualified applicants with incomes up to 60 percent of Area Median Income (AMI). In Chattanooga, that’s about $57,300 for a family of four and up to $61,920 for a family of five.

Shallowford Pointe partners include the City of Chattanooga, Chattanooga Housing Authority, U.S. Department of Housing and Urban Development (HUD) and Tennessee Housing Development Agency (THDA). Pinnacle Financial Partners and Walker & Dunlop provided financing, Studio A provided architectural design, and Doster Construction served as general contractor.

While Shallowford Pointe is DGA’s first affordable housing complex in Chattanooga, its parent, Dominion, holds senior living and market rate communities in the city and is committed to providing additional affordable housing options to help address the demand.
