DGA Residential, along with community leaders and partners, officially cut the ribbon Oct. 14 to commemorate the opening of Grosvenor Square, an 184-unit affordable housing community abutting protected woods in North Knoxville.

The community development is located at 3782 Decoration Way off Merchant Drive and features 12 one-bedroom, 100 two-bedroom and 72 three-bedroom apartments. The units are spacious, ENERGY STAR Certified and offer luxury vinyl plank flooring and washer and dryer connections.
“Grosvenor Square offers quality affordable housing options for individuals and families in North Knoxville,” said Craig Cobb, president of development for DGA Residential. “We are striving to meet the growing need for safe and attainable housing communities that really feel like home.”
The property offers amenities comparable to market-rate developments, including a playground, fitness center, community space and on-site management. Grosvenor Square is also located along public transit, close to schools, employment opportunities and downtown.
The City of Knoxville invested $1.75 million toward the development through its Affordable Housing Development Program.
“The demand for affordable housing has to be addressed with public and private partnerships,” Knoxville Mayor Indya Kincannon said. “The City of Knoxville appreciates DGA Residential’s commitment to addressing a need in our community. These 184 units will help meet that demand while also offering a beautiful place to live with access to city services and community amenities.”
DGA Residential donated 27 acres of forested land behind Grosvenor Square to Legacy Parks Foundation, which plans to transform the woods into a natural park with walking trails and an impressive ridgetop view. The park will be open to the public and managed by the City of Knoxville’s Parks and Recreation Department.
“We appreciate DGA Residential’s understanding how important it is to preserve land for the community,” said Carol Evans, executive director of Legacy Parks Foundation. “The walking trails will provide close to home recreation for the entire community and adds even more protected areas in Knoxville.”
Grosvenor Square includes nine fully ADA accessible units that include residences for disabled elderly and veterans. Three of the accessible units are designed for those with sight or hearing impairment and include features like strobe lights for the hearing impaired and doorbells and braille unit numbers for tenants with sight impairment.
Grosvenor Square accepts tenants with Section 8 Housing Choice Vouchers (HCVs) and welcomes qualified applicants with incomes up to 80 percent of Area Median Income (AMI). In Knoxville, that’s up to $79,000 for a family for four.

The apartment community will remain affordable housing for at least 30 years.
Support for Grosvenor Square includes partnerships with City of Knoxville, Knoxville’s Community Development Corporation (KCDC), U.S. Department of Housing and Urban Development (HUD) and Tennessee Housing Development Agency (THDA). First Horizon provided financing, DNA Workshop provided architectural design, and Empire Construction served as general contractor.
