
DGA Residential, along with community leaders and partners, on Sept 23 celebrated the opening of Bluegrass Landing, a 47-unit affordable housing community in West Knoxville.
The family development located at 1645 Ebenezer Road features 24 three-bedroom and 23 four-bedroom apartments with modern finishes. The units are spacious with luxury vinyl plank flooring and washer and dryer connections. The property also offers amenities comparable to market-rate developments, including a clubhouse with patio, playground, business center, and on-site management.
“We have put a lot of care and intention into this development, which is set back from the main road and surrounded by trees,” said Craig Cobb, vice president of affordable housing for DGA. “We’re proud to bring more high-quality affordable housing to help meet the growing demand in Knoxville.”
Bluegrass Landing includes three fully ADA accessible units and two units designed for those with sight or hearing impairment. Those units include features like strobe lights for the hearing impaired and doorbells and braille apartment numbers for tenants with sight impairment.
The apartment community is close to retail, grocery stores, restaurants, and top-rated schools such as Bluegrass Elementary, West Valley Middle, and Bearden High, all rated 9/10 by Great Schools.
The property welcomes qualified applicants with incomes up to 60 percent of Area Median Income (AMI). In Knoxville, that’s about $59,640 for a family of four and up to $64,380 for a family of five. The development will remain affordable housing for at least 30 years.

Support for Bluegrass Landing includes partnerships with Knox County, Knoxville’s Community Development Corporation (KCDC), U.S. Department of Housing and Urban Development (HUD) and Tennessee Housing Development Agency (THDA). Walker & Dunlop provided financing, Smee + Busby provided architectural design, and Empire Construction served as general contractor.
